I am going to work in Milan. I would like my 15-year-old daughter to study at a public school. Will a public school accept her and how can we apply for the school? Will it be hard for my daughter to learn in Italian classes? My daughter is fluent in English. She's as good as a native speaker.

Where are you guys from? And what is your daughter's first language?

Public schools in Italy, especially in the North are said to be very good. However, the language of instruction in Italian, with English only being taught as a second language. As your daughter is already 15, it might be difficult for her to adapt to the local schooling system. 

Most expats who choose a public school in Italy for the kids do so either because the child is young enough to intergrate easily or because they plan on staying in Italy long term.
