Expat children are allowed to attend Turkish public schools so there should be no reason why Arabs are not allowed to attend. It's best to contact the school you're interested in sending your child to to find out about their specific admission requirements. For some more general information about the Turkish education system, have a read of our Education and Schools in Turkey page. If you're looking for an international school in Turkey, you can find a list on the International Schools in Istanbul page.
