I think the business you propose to start up in Malaysia will depend on your educational background as well your experience and expertise. Therefore it is hard to advise you without knowing these details.

Malaysia is a popular destination for expats with experience in the IT sector.

Unfortunatley, I can't tell you how much you would need to start such a business. But remember that there are all ready lots of IT companies in Malaysia, so you'll need to set your self apart from your competitors and offer something different. 

It might be an idea to try and find employment within one of the big IT companies operating within Malaysia already before trying to set up your own business. This will allow you sometime to get some experience of the Malaysian market and business etiquette. It would also be a good opportunity to make some contacts.
