Take it from me, the answer is Tele2 - it's got low rates and cheap plans, like the one I'm on, where I pay a fixed rate per phone call or SMS (text message), and I get incoming and outgoing international calls (perfect for expats). You can also use your mobile phone while overseas with Tele2.
there is a several of them and it all depends on your call behaviour.
