I am a student looking to study in university in Dubai. I have two questions. One is, can I study in Dubai on a work permit? The second one is, what is the minimum age requirement for signing up for the work permit?

yes you can . You will have to adjust to the timings y finding a university which teaches in the evening if you work in the mornings
