Do I need a Car?

Probably not. The public transportation system is quite good and extends far out into the suburbs. However commutes to far away schools can be a problem.

Can I arrive in Dublin and look for a job?

Expats from countries not part of the European Union shouldn't come to Ireland without a job. To qualify for a work visa they need to be sponsored by a company. However expats from Europe do not need a work permit for employment in Ireland. It is easy to find low paying jobs such as waiters or temp jobs while they look for other employment.

Is it easy to get over to the rest of Europe?

It is very easy to get over to mainland Europe or the UK. Northern Ireland is just a short drive and the rest of the UK is a ferry ride away. Ryanair is a low cost airline that flies regularly out of Ireland and is a cheap way to travel all over Europe.
