Hello,

If a person is hired as an expat, does this person has to cover the visa fees of the work / employment visa or should the company cover this charges?

The company should definitely cover the cost.

Definitely the employer. A legit employer or recruitment agent won't ask you for money, so this is a big warning sign. Check out this article on avoiding job scams for more info.
