For most Dutch subscriptions (usually 1 of 2 years) you'd need a residence permit and a bank account. Do have a good look at the exact tariffs usually the connection fees are relatively high which makes the sim only worthwhile for very long calls. offers subscriptions for foreigners on the KPN network without asking for the residence permit or bank account. Also the duration of the contracts can be limited to less than 1 year
