My fiance is in the Army and is moving to Qatar in May and we are hoping to get married in April. What kind of visa do I need to get in order to join him over there? I don't feel like either the tourist or business visas apply to my situation. Any advice is appreciated!

It sounds like you might qualify for the family sponsorshop visa. If your fiance has a work/ residence permit for Qatar he can sponsor you for a residence visa. Have a look at our Visas for Qatar page for more information.
Just remember that this visa will not give you the right to work in Qatar, you will have to apply for a work permit seperately once in Qatar.
Good luck!
Nationals of GCC countries and a few others can receive their tourist visa on the border, nationals of other countries will need to make a prior application.
Good luck
