Hello Is it possible to learn enough cantonese or mandarin in hong kong for 6 months to then know either fluently or well enough that it can go on a working visa as "knows local language"?

I think you can.just study hard and make more local friends.You will arrive yout target.

But yes, I think so. You will need to study pretty hard though. As small panda says, the trick is to immerse yourself in the language, which might be difficult if you are not actually IN Hong Kong. But if you set your mind to it and work at it every day you should be OK. Consider taking a short course so you have some qualification (even if just a certificate of completion from a language school) to back up your claims.
