I've read differing opinions on whether expats can have their salaries deposited into a Libyan bank account and rather end up having to have it paid into a bank account back home. Does anyone have info on whether expats are able to open a bank account in Libya at this point in time?

Yes at this time an expat can open bank account in Libya. Some bank even had bank to bank transfer transaction if you are their depository client.
