International driver's licences are generally not accepted in Vietnam. You will need to convert your licence to a Vietnam licence once you arrive.
You can own a car as long as you are a resident of Vietnam with the papers to prove it. You will then need to register the vehicle and get a vehicle licence, and get it insured in order to do so.
