How much school allowance should I negotiate in my expat contract to Jeddah. I'm an American and will be bringing my wife and 13-year old across.

If you want to send your kid to the American International School of Jeddah - you can plan to negotiate an arm and a leg. Tuition fees for a 13-year-old will be just under 40,000 SAR. You'll also need to pay an addition 4000 SAR for registration, plus another 1200 SAR for any Advanced Placement courses (though I think this is only applicable for high school aged children).

You'll also need to purchase school uniforms, as well as books, etc...

As Stephanie says school fees in Jeddah are not cheap for expat parents. Unfortunately as expat children are not allowed to attend local schools you have no option but to look into the various International schools in the area. In addtion to school fees, uniform, books, etc be aware that due to a lack of expat teachers and defecits in the system in Jeddah most expat parents also invest in private tuition for their children which costs between SAR 100-200 an hour. So your employer will really need to make a generous allowance for your child's schooling.
