I am currently living in NYC and was told that if I am able to move to Dubai, that I will be required to pay NY taxes once I do move. Can any of you help with this? I am from Texas, still have my valid TX DL with my family address but have been in NY for over eight years. The same friend suggested that it might be better to move back home, re-establish residency there and then move since TX doesn't have state tax. Anyone?

State tax laws are complicated, as you may have learnt. Depending on New York state law, you may need to fill out a non-resident state income tax return.
Whether or not foreign income is excluded from your return depends on the state.
